Winnie Kiiza Criticises Arrest of NUP Supporters, Calls for Forgiveness

Former Leader of the Opposition,  Winnie Kiiza, has spoken out against the recent arrests of National Unity Platform (NUP) supporters, arguing that such actions create an atmosphere of fear and deter Ugandans from engaging in political opposition.

In a recent statement, Ms Kiiza criticised the authorities’ decision to arrest opposition supporters, suggesting that it sends a troubling message to citizens: that supporting the opposition can result in arrest and persecution.

“Arresting people creates fear and sends the message that supporting the opposition can lead to arrest,” she remarked.

Kiiza emphasised that these actions undermine democratic engagement and discourage individuals from freely expressing their political beliefs.

The NUP, led by Robert Kyagulanyi, also known as Bobi Wine, has faced increased pressure and arrests of its supporters in the aftermath of the 2021 general elections, where the party emerged as the primary opposition to President  Museveni’s long-standing regime.

The crackdown has drawn criticism from local and international human rights groups, who argue that it stifles political pluralism in Uganda.

However, Kiiza called for a more compassionate approach, advocating for the release and forgiveness of those detained.

“Those NUP supporters will be forgiven,” she said, stressing the need for dialogue over repression.

Her remarks have resonated with opposition figures and activists, who see them as a call to uphold Uganda’s democratic values. As tensions between the government and opposition continue, Kiiza’s plea for understanding and forgiveness stands as a reminder of the importance of safeguarding political freedoms in the country.

2026 elections: Electoral Commission to give out 13,000 jobs

As the country gears up for the 2026 General Election, the Electoral
Commission (EC) has announced more than 13,000 job slots.

Mr Julius Mucunguzi, the EC spokesperson, yesterday said the planned
recruitment aims to beef up the Commission’s manpower as they start
implementing major activities on the 2025/2026 electoral roadmap.
“The major activities on the electoral road map are done at the lowest level
and yet the Commission does not have the manpower to reach there and
that’s why we are doing these temporary recruitments to support us in most of
these exercises,” he said.
The Commission, he said, would in January next year kick off the major
activities on the road map, including updating the national voter’s register,
followed by its display which all need enough manpower for the countrywide
wide.


Requirements
EC, a government agency that conducts public elections and referenda, asked
suitable candidates for the 13,017 job slots to submit their applications to the
District Election Administrators (DEA) of their areas no later than November

The candidates must among others be qualified with proven integrity and
initiative, results-oriented, able to work in teams under minimum supervision,
and have excellent client care.
The applicants are required to possess a valid National Identity card or
National Identification Number (NIN), a comprehensive curriculum vitae
(CV), academic certificates or testimonials, with two referees and daytime
telephone contact. They are to submit a handwritten or typed application
clearly indicating the position applied for.

“A short list of candidates to appear for interviews will be pinned at the office
of the DEA in your district. The date for conducting interviews will be
communicated to you through the office of the DEA and through
announcements on local radio stations. Successful candidates will be
informed through the same office and will be issued with appointment
letters,” the advert read in part.

Applicants for the Sub-county Election Officer, with 2,300 slots, must possess
Uganda Advanced Certificate of Education (UACE) or its equivalent, should
have high moral character and proven integrity, be resident in the Sub-county
for at least three (3) years, be a registered voter, have considerable knowledge
of the electoral process in Uganda, have a crime-free record; and should also
have experience in handling public affairs.
Responsibilities
The sub-county election officers are to handle 13 responsibilities, including
administering all electoral activities, conducting voter education, issuing out
voter location slips, updating the voters register, assisting in mobilizing people
to turn up and participate in electoral activities, conducting nominations,
campaigns, and polling day activities, and make election activity reports to the
Returning Officer.

Museveni Reaffirms Uganda’s Support for Peace in Somalia

President Yoweri Kaguta Museveni has reiterated Uganda’s commitment to supporting Somalia in its ongoing efforts to achieve lasting peace and stability. During bilateral talks on October 19, 2024, with Somali President Hassan Sheikh Mohamud at State Lodge, Nakasero, President Museveni assured that Uganda would continue to play an active role in Somalia’s peace process.

“We stand ready to support Somalia on its path toward full peace and security,” Museveni stated, commending the Somali government and the African Union for their efforts in combating insecurity, particularly against the Al-Shabaab militant group. Museveni and President Mohamud praised the African Union Transition Mission in Somalia (ATMIS) and Somali security forces for their contributions to stabilizing the country.

A communiqué from the meeting, read by Foreign Affairs Minister Gen. Jeje Odongo, emphasized the significance of ATMIS’s successor, the African Union Support and Stabilization Mission in Somalia (AUSSOM). The two leaders discussed AUSSOM’s potential to build on the progress achieved and implement strategies that align with Somalia’s security needs. They urged the international community to provide the predictable and sustainable funding necessary to support this transition and to bolster the Somali Security Forces (SSFs).

Both presidents also hailed Somalia’s recent integration into the East African Community (EAC) and its election as a non-permanent member of the United Nations Security Council for 2025-2026. President Museveni lauded Somalia’s regional engagement, marking it as a positive step for broader East African integration and cooperation. “We congratulate Somalia on these achievements, which signal greater regional unity and opportunities for collaboration,” Museveni said. 

Our two countries signed the Status of Forces Agreement (SOFA), which is an integral part of the Memorandum of Understanding on Defence Cooperation.

Meanwhile, during the same meeting, President Museveni and President Hassan Sheikh Mohamud witnessed the signing of Status of Forces Agreement (SOFA), a key component of the Memorandum of Understanding on Defense Cooperation between Uganda and Somalia. The agreement outlines the legal status of military personnel deployed by Uganda to assist in stabilizing Somalia.

The signing ceremony also highlighted the readiness of both nations to deepen cooperation in other areas, with Ministers expressing their preparedness to sign additional agreements on education, sports, and immigration management. The two leaders also directed their officials to convene the second session of the Joint Permanent Commission and hold an Investment and Business Summit to enhance bilateral trade and investment opportunities.

Ugandan Minister of Foreign Affairs Gen. Jeje Odongo and Somali Foreign Minister Ahmed Moallim Fiqi signed the SOFA on behalf of their respective governments, marking another milestone in the partnership between the two countries.
